Here is a list of new SEO (Search Engine Optimized) friendly directories that currently don't have a 0-2 PageRank and wouldn't make the best free paid or free web directory lists because of their poor PageRank at the current time. It is a good idea to submit your site to directories with low or no PageRank because usually they are free and when their PageRank does go up, your site will be already listed.
